League Set up

1. 20 teams.
2. Two Leagues, Four Divisions.
3. 162 game season, 3 game series, April to September.

Rosters

1. 40 man rosters
2. Rosters retained year-to-year.
3. Players cut from rosters will be placed in next year's draft.
4. You can have 2 seperate 26 man active rosters per month, one
for home games and one for road games. Home roster and road
roster may be different but both are fixed at 26 for the whole month.
5. Full rosters beginning 1st full series in September.

Trades

1. Players and/or draft picks may be traded. Only draft picks for the
current year can be traded until November 15. Draft picks for the following year are not
    available until November 15.
2. Any trades made during the season will go into effect the following
    month.
3. Deadline - During the season only, the 28th of each month.
4. In order to be eligible for the playoffs, a player must be traded prior to the September block.
A player must be on the teams roster for at least one month.
5. Starting August 28 no trades are allowed until after the postseason concludes or November 15 whichever comes first.

Rookie/Free Agent Draft

1. Draft will consist of 10 rounds
2. All players not already protected on team's 40-man roster and
    on season disk are eligible.
3. Team with worst overall record drafts first, best is last.
4. The draft will be conducted in January. It will be held live in the
league chat room. Those who cannot attend must send in a list with
players ranked in order of preference. Commissioner will then select
first available player on list when that manager's pick comes up.
5. Trading is allowed during the draft.
6. NEW - Managers who want to continue to select players after the draft has ended must
send a list to commissioner and then the draft wil continue 48 hours after the draft
has ended until all selections from the lists have been made using the same order
as the regular draft. Managers who want to select more than 3 players after the draft
will need to make a main roster cut for each player over 3.
7 After the draft completes picks can still be made but will be on a first come first serve
basis and will require a main roster cut for each player selected. Commissioner will close
the player pool around the middle of February before spring training games start.

and one for away games. Both rosters are fixed for the whole month.
4. Email a copy of your manager profile for away games for the upcoming
month to the commissioner by the 1st of the month. After commissioner
receives all profiles from all teams, he will send a new database that
contains all updated profiles to the league. You will then install and use this
    database to play games.
5. You will only play your home games.

The computer manager tends to pinch hit even when you
set up the tendencies to LEAST. If you don't want a player to
be pinch hit for, you can go to MgrProfile, select Depth, select
lineup, select Bat, arrow to the player and hit enter. Choose
NO for "Can be removed for pinch hitter" vs Right, Left or Both.

If you don't want the computer manager using your bench players
during road games, we found out this feature is a must.

Playoffs

1. All playoff games should be played head-to-head if possible or managers can
send profiles to each other and play home games or they can chose to have a
third party play the games for them. There is a 2 week limit that the
series must be played in or commisioner will SIM the series.

There will now be 8 playoff teams. The 4 division winners plus 4
wild card teams. The wild card teams are the 2 teams with the best record
that are not division winners. Ties will be decided by a one game
playoff. The Division winner with the best overall record plays the
wild card team with the worst record. The other division winner plays
the remaining wild card team. This is a best of 5 series with the
division winner having home field advantage in Round 1.

Round 1 Matchups: Best of 5 series

Series 1: Gehrig Division winner with best record vs Gehrig Wild card team with worst record
Series 2: Remaining Gehrig division winner vs remaining Gehrig wild card team
Series 3: Dimaggio Division winner with best record vs Dimaggio Wild card team with worst record
Series 4: Remaining Dimaggio division winner vs remaining Dimaggio wild card team

Round 2 Matchups: Best of 7 series

    Gehrig League
Winner of Series 1 vs Winner of Series 2

    Dimaggio League
Winner of Series 3 vs Winner of Series 4

World Series: Best of 7 series

Winner of Gehrig League vs Winner of Dimaggio League

2. Home field advantage. In the event both division winners meet in the best of 7,
the team with the best record has home field advantage. If both wild card advance
the wild card team with the best record will have home field advantage.

If a Division winner and wild card team advance, the division winner will have
home field advantage regardless of record.

In the event of even records, the team with the best record in games played against
each other during the regular season will have home field advantage. If that is
even then a coin flip by the commish will decide.

3. In best of 5 series, team with home field advantage is home in games 1,2,5. In best of
7 series, team with home field advantage is home in games 1,2,6,7.

4. Days off best of 5 series are after games 2 and 4.
Days off best of 7 series are after games 2 and 5.

5. Playoff parties will decide how they want to play the series:
face-to-face, email, or neutral third party.

6. World Series - same as playoff except home field advantage alternates
year to year from league to league. The Gehrig winner has
home field advantage in odd years and Dimaggio in even years..

Playoff Plate Appearances and Innings pitched Limitations (per series)

NOTE:  Pitchers must also rest at least 3 days between starts going into the playoffs.
Ex:  Tim Hudson pitches the last day of the season.  With one day off before the
playoffs starts, he will not be able to start again until game 3. NEW - PLEASE NOTE - For playoff games that go
into extra innings, player usage that is compiled AFTER the 9th inning does NOT
count toward usage limitations

  Real PA  Playoff Limit
   <51            3
   51-100         6
   101-150        9
   151-200       12
   201-250       15
   251-300       17
   300+ Unlimited

If only used as a starter, the pitcher is limited in games started to
actual games started divided by 10 (Truncate)
Example:  Jim Palmer (Games - 39, Games Started - 19)
                       19 / 10 = 1.9 or 1 PLAYOFF START

If used as a starter at least once in the series, the pitcher is limited in
games to actual games divided by 10, (Round to the nearest integer).
He is also limited in games started to actual games started divided by 10 (Truncate).
Example:  Vida Blue (Games - 48, Games Started - 28)
                      28 x .10 = 2.8 or 2 PLAYOFF STARTS
                      48 x .10 = 4.8 or 5 TOTAL PLAYOFF APPEARANCES

If used only as a reliever, the pitcher is limited in innings to actual innings
pitched divided by 10, (Round to nearest integer)
Example:  Jack Chesbro (Innings pitched - 85)
                      85 / 10 = 8.5 or 9 PLAYOFF INNINGS PITCHED

Please note below for penalties for playoff teams

For starters that go over:  For every start that pitcher goes over, he will miss the first 3 games of the playoffs.  If he goes over by 2, he will miss the first 6 games.    This will carry over to the 2nd round if series goes less than 5 games
For batters and relievers that go over:  For every 5 PA/BF that they go over, they will miss one game.  EX:  Player 1 went over 30 PA.  30/5= 6 games.  So they would miss the first six games of the playoffs.  This will carry over to the 2nd round if series goes less than 5 games.

Player Limitations - Regular Season

1.  All games are played in accordance with the DMB rules, and instructions
    provided by the visiting manager.
2.  No injuries.
3.  Designated hitter.
4.  All batters and any pitcher used in relief are limited to 110% (batters) of 125% (pitchers) of their actual playing
time.  (total plate appearances for hitters, batters faced for pitchers).
5.  Starting pitchers are limited to actual games started.  If starters are used
strictly as starters, there is no limitation on batters faced.  Any starter
can be used in relief, even if they did not relieve in real life.  If any
pitcher is used in relief (even for just one batter faced), he will then be
considered a reliever and will be limited to restrictions laid out in rule 8 below.

NOTE:  If a pitcher is used in relief on the road and you dont have him set up
to be used in relief AND you only plan on using this pitcher as a starter only,
you are not limited to rule #8 below but to actual starts with unlimited BF

6.  Batters that have at least 500 PA are considered every day players.  These players
have no restrictions vs LH or RH pitchers.  They are only limited to 110% of
their actual playing time.  All other batters will be considered part-time players.
7.  All part-time batters are limited to 200% vs LH or RH (This is to prevent a platoon
player from batting against the platoon when he has very few PA from that side)
eg. player has ~ 60 PA and batted .667 against LHP going
2-3).  These players will also be limited to 110% of their actual playing time.
8.  Regular season limits for relief pitchers and swingmen:

Pitchers used ONLY as relievers are limited to 125% of Batters Faced.

EX: Neftali Feliz appeared in 64 games and faced 252 batters. He would be limited in MBL to 315 total batters faced.  (252 x 1.25 = 315)

Swingmen (pitcher who can start and relief) are limited to their actual games started with unlimited BF if ONLY used as a starter.  If used in any games in relief then he will be limited to actual
games started AND 125% of batters faced.
If swingman is used only as a reliever, then he is limited to 125% of batters faced.  NOTE:  any time a pitcher is used in relief (accept for scenario in RED listed in #5 above) then he will be limited to 125% of batters faced.

EX: Kyle McClellan has 17 starts and 607 Batters Faced. He would be limited as follows:

If used as a starter only, he would be limited to 17 starts with unlimited batters faced.  If only used as a reliever, he would be limited to 759 batters faced.
If used as a starter and a reliever, he would be limited to 17 starts and also be limited to 759 batters faced.

NOTE:  If a pitcher is used in relief on the road and you dont have him set up
to be used in relief AND you only plan on using this pitcher as a starter only,
you are not limited to the above rule but to actual starts with unlimited BF.
9.  Any player violating any of the eligibility rules (4, 5, 6, 7 or 8) must immediately
be farmed and can no longer play the rest of the regular season
10. Players can play any position, since DMB compensates for out of position
    players....lots of errors.

11. NEW! The free agent pool will be open starting the May block of season.  Any players not selected in the
January draft and players that are cut to reach the 40 man limit in April will be available.  If you need
extra ABs or innings/starts, you can select players from the free agent pool but at the price of cutting
players from your current roster.  The players you select from the draft pool are only 'rentals' and go
back into the pool at season end.  The players you cut will be PERMANENT cuts and will stay in draft pool.
Multiple rent-a-players can be selected but a cut from your original 40 man roster must be made for each
player selected.  All cut players now become rent-a-players and will be available.  If you cut a player,
you can select him again in later months but this player is now a rent-a-player and will be added back
to free agent pool at season end.

Usage for rent-a-players is same as normal players.  If you go over on usage, you will be penalized.
If you select a player that has previous usage from earlier in season and was cut, that usage carries
over to your team.   EX:  Teutons use Player A for 50% of players overall PA and then cut him.  Warriors
select Player A and now can only use him for his remaining usage.  If he goes over, Warriors will be
penalized per normal procedure.

Rental players can not be traded

All player requests must be made to the commissioner by the 29th of the month.   Commissioner will
send out a waiver order on same day that the player generating database is ready, usually the 26th of
each month. Waiver order will be determined by win/loss record and team having lowest win total will
be first and team with highest win total last.   Ties will be solved by a coin toss or by random choice.

Penalties for Player overuse and Tardiness.

1.  Each reliever BF over 125% or batter PA over 110% counts as 1 demerit (overall usage).
Each reliever BF or batter PA over 200% vs Left or 200% vs Right counts as 1 demerit.
Overall usage will be checked first.  Then righty and lefty usage will be checked.
2.  Any start over counts as 20 demerits.  Each team could get 25 demerits with no
    penalty.
3.  The penalty for starting a pitcher on less than 3 days rest is the same as the
penalty for going over the limit in games started (currently 20 demerits).

26-50 demerits would cost 1 roster spot next season
    51-75 demerits would cost 2
    76-100 demerits would cost 3
    101+ demerits would cost 4

    Formulas for calculating demerits
For batters (overall), its round down (DMB PA - REAL PA * 1.1)
For pitchers (overall), it's round down (DMB BF - REAL BF * 1.1)
For batters and pitchers VS LHP, its round down (DMB PA/BF VS LHP - REAL PA/BF VS LHP * 2)
For batters and pitchers VS RHP, its round down (DMB PA/BF VS RHP - REAL PA/BF VS RHP * 2)

4. Any starting pitcher with 26+ demerits or batter/reliever with 15+ demerits would be disqualified from the current seasons playoffs

5. NEW! For each instance of unexcused tardiness (late with profile or monthly stat file) one demerit will be assessed
and be added to demerits accumulated for player overuse

  Amendments to the Constitution

  1.  A proposition passes when 2/3 are for it.
  2.  All members can make proposals.
